fix: throw proper Error from getDataStream on non-2xx response

With responseType: 'stream', axios throws with error.response.data as
a Readable stream. throwError would re-throw the stream object, which
Jest (and callers) don't recognize as an error. Instead, throw a plain
Error with the HTTP status code.
