Fix Python version constraint to match pandas >=3.0 requirement (#306)

* Fix Python version constraint to match pandas >=3.0 requirement

pandas >=3.0 requires Python >=3.11, so pint-pandas should declare
the same minimum Python version rather than the misleading >=3.9.
Also update classifiers to reflect supported versions (3.11, 3.12, 3.13).
