  bugs, 7 high-priority design issues, technical debt inventory, test
  coverage assessment, and prioritised recommendations
- PROPOSAL-webhook-context-decomposition.md: proposal to split the 36-method
  WebhookContext into 6 focused sub-interfaces (WebhookRequestContext,
  WebhookInputContext, WebhookUserData, WebhookI18n, WebhookMessaging,
  WebhookTelemetry) with a backward-compatible composition, caller analysis,
  refactoring examples, and a 4-phase migration plan
