Also hoist esbuild platform-specific packages to fix exec config sandbox issue

Same root cause as rollup: esbuild's platform binaries are linked via
select() in aspect_rules_js v3, which may not resolve correctly in the
exec configuration (ST-<hash>) used by js_run_binary. Add @esbuild/
darwin-arm64, darwin-x64, linux-x64, and linux-arm64 to public_hoist_packages
so they are always present at the top-level node_modules for CI platforms.
