fix(ci): build frontend before goreleaser to resolve embed path error

The Wails GUI binary embeds frontend/dist via go:embed. Goreleaser's
pre-hooks were not reliably building the frontend before the Go
compilation, causing 'pattern all:frontend/dist: no matching files
found'. Added explicit npm run build step in the workflow.
