ci: add Windows gateway + admin build and include in nightly release (#306)

* ci: add Windows gateway + admin build and include in nightly release

The nightly release was missing Windows binaries — only the Linux
gateway was built. Add a \gateway-windows\ job to ci.yml that builds
sonde-gateway.exe and sonde-admin.exe on windows-latest.

Update nightly-release.yml to stage both Windows binaries and list
them in the release notes.
