Add ContainerPathVolumes feature gate (#4056)

Expose the KubeVirt ContainerPathVolumes feature gate in the
HyperConverged CR, allowing users to enable container path volumes
that let VMs access files and directories from the virt-launcher
pod's filesystem via virtiofs.
