Introduce `QkTranspileState` in C transpile stages. (#15486)

* Initial: Introduce `QkTranspileState`
- Introduce `QkTranspileState` to transmit attributes between transpiler stages.

* Fix: Correctly handle pointer logic
- Use double pointers to specify insgtances where a `QkTranspileState` is optional.
- Remove instances where stages would write to a `NULL` pointer.

* Docs: Add missing group and remove return value.

* Docs: Add docs and release note.

* Fix: Use state for optimization layout.

* Refactor: `QkTranspileState` -> `QkTranspilerStageState`
