fix(controller): reuse addPolicyRouteToVpc to handle empty NextHopIP correctly

Replace inline strings.Split(item.NextHopIP, ",") in handleAddOrUpdateVpc
with addPolicyRouteToVpc, which correctly handles empty NextHopIP by passing
nil instead of [""] to OVN. Add unit test for empty NextHopIP with drop action.
