feat(reqs): Add E2E testing requirements with Zarf + Kind local stack

Define 3 requirements for local full-platform E2E testing:
- REQ-E2E-001: Zarf package deploying to Kind cluster (Zitadel,
  CockroachDB, OpenZiti, rtmx-sync)
- REQ-E2E-002: Zitadel auto-configuration via Management API
- REQ-E2E-003: E2E test suite (auth, sync, collaboration, resilience)

Update REQ-ZT-001 dependencies to require local E2E stack. Uses Zarf
directly (not Docker Compose) so local dev validates the same artifact
that ships to air-gapped environments.
