fix(ci): migrate integration and performance tests from olafurpg/setup-scala to actions/setup-java

olafurpg/setup-scala uses Coursier which strictly validates checksums.
JitPack rebuilt java-multibase v1.1.0 with a different checksum causing
all builds using setup-scala to fail. Migrating to actions/setup-java +
sbt/setup-sbt (already used by unit-tests and build workflows) resolves
the checksum mismatch.
