ci: set up chrome path detection and update issue labeling in workflows

**Added:**

- Export CHROMEDP_CHROME_PATH environment variable from setup-chrome step in both baseline and srp GitHub workflows to ensure Chrome path is available to subsequent steps

**Changed:**

- Update issue creation step in both baseline and srp workflows to use the label "bug" instead of "kind/bug"
- Modify setChromeOptions in caldera.go to use CHROMEDP_CHROME_PATH environment variable if available, allowing custom Chrome binary location for chromedp
