Merge pull request #2970 from expertiza/prerak-bugfix-2960

[Issue fix]. Expertiza grades view_team authorization hardening and reviewer-name privacy fix

Still requires changes to use current_user_teaching_staff_of_assignment? instead of rewriting the logic of that method,

and when checking for Student, it should instead check for a privileged user, who'll be allowed to perform the privileged action; if not privileged, the user will be disallowed.
