fix: ignore upstream_tls in metrics to avoid miscounting active clients (#880)

Regression from #872: the upstream_tls field in the supavisor id caused
frequencies/uniq to treat the same logical pool as distinct entries,
resulting in incorrect active client counts (last-write-wins) and
duplicate work in metrics caching.
