config: migrate privileges before disown

This patch fixes a bug when transferring users/roles from Lua ownership
to YAML config using disown causes previously granted privileges to be
dropped, including default ones.

This patch adds a temporary migration step that keeps existing privileges
when disown is executed, preventing them from being lost during ownership
transfer to the configuration.

Follows up the commit 93906a4e4540 ("config: sync users and roles with
config on reload")
