Unify handling of variables and stretches in CircuitData and DAGCircuit (#14696)

* Move variables and stretches to VarStretchContainer

This commit adds the VarStretchContainer struct which supports the
variable and stretch storage and retrieval functionality that was
previously implemented in `CircuitData` and `DAGCircuit`. Both classes
now have a field of type VarStretchContainer and set of access functions
to expose var & stretch functionality to Python.

* Document some `CircuitDataState` fields, per a review comment
