refactor(all): Optimize redraw with generation caching and selective updates (#4110)

- Generation-based caching for getMaxTickSize() to avoid
  redundant DOM measurements within same redraw cycle
- Skip D3 enter/merge when data/visibility unchanged
  via dirty flags
- Scale fingerprinting in updateEventRectData() to skip
  O(n) recalculation when domain is unchanged
- Batch filterTargetsToShow() in state for reuse by
  sub-methods during redraw
- Set dirty flags across all data-mutating APIs
