fix: add webhook self-exclusion to prevent recovery deadlock (#6452)

When all webhook pods are down, stale endpoints can cause the API server
to delay new webhook pod creation during the endpoint cleanup window.
Although failurePolicy: Ignore mitigates this, a brief risk window remains.

Add objectSelector to exclude webhook's own pods from validation,
preventing any self-referential blocking. Also add priorityClassName
system-cluster-critical to ensure webhook pods are scheduled with high
priority.
