feat: use Savings Plan prices in offering selection ordering

When a SKU has a Savings Plan price lower than its retail price,
use the SP price as the effective cost for OnDemand offerings.
SKUs with better SP discounts naturally rank higher in selection.

This means Karpenter prefers SKUs that save money for customers
with active Savings Plans, without requiring any configuration.
Spot offering prices are unaffected.

Depends on: eidolon/savings-plan-pricing (SP price parsing)

Changes:
- createOfferings() uses min(retail, sp_price) for OnDemand
- 3 new internal unit tests for SP price integration
- 1 new ordering test showing SP-discounted SKU ranks higher
