docs: add design doc for CRD validation sync strategy with Machine API

Proposes a layered validation architecture (4 layers) to incrementally
close the gap between Karpenter CRD validation and AKS Machine API
validation. Currently, valid CRDs can fail at Machine API creation time
with late, confusing errors. The layers are:

1. Declarative CRD validation (CEL rules, improve existing)
2. Reconciler-based validation (extend ValidationReconciler)
3. Machine API error surfacing (classify and surface errors to users)
4. Validation webhook + RP endpoint (long-term north star)

Includes phased rollout plan, alternatives considered, and guidelines
for when to add validation at each layer.
