feat(pytest): Add --rtmx-output for cross-language verification (REQ-LANG-004)

Add --rtmx-output flag to the RTMX pytest plugin that writes test
results in the common RTMX results JSON format, compatible with the
Go CLI's `rtmx verify --results` flag.

New features:
- --rtmx-output=FILE writes RTMX results JSON after test run
- Extracts scope/technique/env from pytest markers
- Captures duration, error messages, and timestamps
- Skipped tests excluded from results output

Tests: 12 new tests using pytester fixture
Dogfood verified: Go CLI successfully parses Python plugin output.
