fix: resolve CodeQL alerts - insecure tempfile, unused imports, empty except

- Replace tempfile.mktemp() with secure tempfile.mkstemp() in tests
- Fix RedisCache wrong argument (default_ttl)
- Remove unused imports across 5 files
- Add noqa comments to intentional empty except blocks
- Remove unused re import from security_logging.py

Fixes 30 CodeQL alerts:
- 3 ERROR (insecure-temporary-file, wrong-named-argument)
- 27 NOTE (unused-import, empty-except, mixed-returns)
