Add award concept type and characters.award command

Awards are system-defined concepts that constrain what can be granted
to a character in-game, replacing the unconstrained add_effect interface.
Each award declares a value_type, making the protocol extensible to
non-integer award types (equipment, feats, boons) without client changes —
the server dispatches on value_type via apply_award!/3 clauses.

Adds experience_points as dnd_5e_srd's first award, targeting
character_trait('experience_points').total.
