Add targeted tests for cache and false_positive_engine (WIP)

- test_cache_targeted.py: RedisCache, SQLiteCache, MultiTierCache, CacheManager, Decorators
- test_false_positive_targeted.py: VulnerabilityType, RiskFactors, EPSS, LLM voting

Note: Some tests skipped due to API signature mismatches - need investigation

Current coverage (3 core modules): 66.29%
- autonomous/memory.py: 85.49%
- core/cache.py: 61.26%
- risk_engine/false_positive_engine.py: 64.78%
