test(sample/09): add e2e tests for babel-example sample

Add e2e tests for the babel-example sample application:
- GET /cats: verify empty array returned initially
- POST /cats: verify cat creation
- GET /cats: verify cats are returned after creation

Configures jest-e2e.json with rootDir set to the sample root so that
the existing .babelrc with decorator support is picked up correctly.
