Initial integration for `protoprimer.readthedocs.io` (#55)

*   Create basic `sphinx` docs in `*.rst` format.
*   Configure `.readthedocs.yaml`.
*   Implement `./cmd/build_readthedocs`.
*   Un-ignore useful `.idea` configs to share.
