Build using hatch (#656)

* Migrate packaging to hatchling and hatch-vcs
* updated README
* fixed action imports
* removed support for Python 3.7 testing
* update to v6 of checkout and setup python actions
* patched doc build to work and upgraded sphinx to 9.1.0
* updated docs conf.py to source version number correctly
* added readthedocs yaml config
