test: add dual-stack E2E test suite

Verifies that Karpenter-provisioned nodes on a dual-stack cluster
get both IPv4 and IPv6 internal addresses, and pods scheduled on
those nodes receive dual-stack pod IPs.

Requires a dual-stack cluster (ipFamilies: [IPv4, IPv6]) with
overlay/cilium networking. For NAP, requires RP support for
nodeProvisioningProfile.mode=Auto with dual-stack.
