fix: handle close and body-read errors instead of discarding them

openConfigFile silently discarded f.Close() errors; now uses the cerr
pattern consistent with the rest of the codebase. httpclient.doGet
discarded io.ReadAll errors when reading non-200 response bodies; now
surfaces the read failure in the API error message.

Adds tests for both error paths.
