Feat: Add initial Next.js public application

Adds a basic Next.js server-side rendered application inside the
`public-app` directory to eventually serve as the public face of The
Little Mandarin.

Configures:
- Tailwind CSS v4 + DaisyUI for UI components
- A basic layout using DaisyUI components
- `@auth0/nextjs-auth0` for authentication (using matching config from
  appsettings.json)

Also updates deprecated `actions/upload-artifact@v1` to `v4` in the
GitHub Actions workflow to unblock CI.
