Add commons-logging and remove unused profiles

Added commons-logging dependency and updated versions.

note: profiles were for java 17+ builds but we only support java 21 now so they are no longer needed and the default version for derby was already set highest.

For commons logging, left it in provided as spring is but made it explicit because we directly call it which is best practice
