Add MQTT connection retry for short-term broker outages (#258)

* Add retry logic for MQTT connection resilience during short outages

Adds connect_mqtt() with exponential backoff (up to ~60s) for initial
broker connection, and configures paho reconnect_delay_set(1s, 10s) for
faster recovery from mid-run disconnects.
