Add sys.textsize() function for @@textsize support (#4636)

Add sys.textsize() function so that SELECT @@textsize works
The GUC babelfishpg_tsql.textsize and the @@TEXTSIZE global
variable name recognition already existed, but the SQL function
that the parser maps @@textsize to was missing

Follows the same pattern as sys.lock_timeout() — reads the value
from pg_settings
