fix: responsive table vertical scroll and panel title dropdown alignment

- Set overflow-y: hidden on tables in narrow mode to prevent unwanted
  vertical scrollbar (CSS spec computes visible→auto when overflow-x is set)
- Convert paneltitlerow from float to flexbox so dropdown menu icon stays
  aligned when the title wraps
