test: improve coverage for span, builder, tracer, logger, meter, exemplar filter

- SpanBuilder: add УстановитьРодителя, БезРодителя, УстановитьВремяНачала tests
- Span: add attribute truncation, exception on closed span, exception with extra
  attrs, link with attrs, status transitions (OK immutable, ERROR->UNSET blocked),
  explicit end time tests
- Tracer: add parent from context, scope attributes+SchemaUrl via constructor,
  child span from ОтелКонтекстСпана tests
- Logger: add АтрибутыСкоупа and SchemaUrl getter tests
- Meter: add exponential histogram, reversible counter dedup, observable counter
  creation and dedup tests
- ExemplarFilter: new test file with all 4 branches (always on/off, trace-based
  with/without active span)
