Update bundle and actions, fix Rubocop

Add Ruby 4.0 to the GitHub actions. And perform first part of periodic
gem maintenance:

Summary of changes:
- IRB is now a gem and not part of the standard library, so needed to
  add it to the Gemfile in order for the gem console to work.
- Moved other development dependencies to Gemfile and removed
  configuration in `.rubocop.yml` specifying the gemspec style
- Fixed Rubocop violations related to RSpec/LeakyLocalVariable in
  `refresh_seed_spec` by replacing local variable assignments with `let`
  blocks
- Ran autocorrectable errors on Rubocop
- Removed a renegade `puts` statement from `dice_set_spec`
- Add rubocop disable and enable comments around
  `check_bonus_integrity!` method in `convenience_methods`
- Add `mise.toml` to .gitignore
