fix(docker): add OCI labels to Dockerfile for ghcr.io metadata (#76)

dockers_v2 applies labels as manifest-level annotations which ghcr.io
does not read for package page metadata. Add LABEL instructions directly
in the Dockerfile so labels are baked into each platform image config,
restoring the description, license, and other metadata on ghcr.io.
