Prepare 0.6.0 device telemetry and reboot controls

add: create an optional temperature sensor when RMS provides a temperature value
add: expose a per-device reboot button backed by the official RMS device action endpoint
change: request device_actions:write in OAuth scope guidance and document the reboot capability
change: extend runtime and contract tests for temperature and reboot behavior
fix: keep the 0.6.0 fixture and changelog aligned with the implemented telemetry set
