fix test_limited_permissions dashboard and UInt64 type handling in toTable

- Fix datasource UID mismatch: add explicit uid to clickhouse-limited
  provisioning and normalize all target UIDs in dashboard JSON
- Add missing dateTimeType/dateTimeColDataType fields to all panel targets
  so $timeSeries/$timeFilter macros expand correctly
- Fix UInt64 columns incorrectly typed as 'string' in toTable.ts: now
  checks actual values with isSafeInteger() and types as 'number' when
  all values fit within JS safe integer range (issue #832)
- Update dashboard JSON to Grafana 12.x schema (schemaVersion 42)
- Add .claude/ and .agents/ to .gitignore
