feat: Add Liquid Network (L-BTC) as a DID registry

Add support for Blockstream's Liquid sidechain as a new DID registry
alongside the existing BTC registries. Liquid offers ~1 min blocks and
near-zero fees while remaining Bitcoin-anchored.

- Add L-BTC:mainnet to gatekeeper ValidRegistries
- Extend satoshi mediator config with liquid chain/network types
- Add liquid network support to wallet service (config, derivation
  with SLIP-44 coin type 1776, PSET signing via signrawtransactionwithkey)
- Add docker-compose.liquid.yml with Elements node, wallet, and mediator
- Add Liquid env vars to sample.env
