refactor: Move DID action buttons to selected-DID action row

Remove per-row action buttons from the DIDs tab table. Resolve now
selects the DID; Rename/Remove/Revoke/Transfer/Migrate appear below
the table and operate on the selected DID. Ownership-only actions
(Revoke, Transfer, Migrate) are disabled when the DID is not owned.
