feat: allow spot nodes on system mode for AKS Machine API

Add per-call Azure SDK policy that sets AllowSpotVMSystemNode header on
PUT requests through the AKS Machines client, enabling spot instances on
system-mode node pools.

After aks-rp PR 14948221, AllowSpotVMSystemNode is read as a standalone
boolean HTTP header (not via AKSHTTPCustomFeatures). The policy sets it
as "true" on all Machine PUT requests. UseCustomizedOSImage does not
need to be sent by Karpenter — the RP handles it server-side.
