CompatHelper: bump compat for ElemCo in [extras] to 0.15 (#366)

This pull request changes the compat entry for the `ElemCo` package from
`0.14.0` to `0.15`.

Changes were required to achieve compatibility with the new version. The
previous version is no longer supported.

## Changed behaviour
- Using the `ElemCo.jl` extension now requires v0.15 of this package
- The constant global variable `Rimu.PACKAGE_VERSION` was removed in
favour of `Base.pkgversion(Rimu)`. The reporting of the version number
in the metadata of reports, dataframes, and Arrow files is unchanged.

## Fixed bugs
- The previous way of assigning `Rimu.PACKAGE_VERSION` sometimes led to
inconsistencies and failures of CI testing. This should fixed now.
