feat: add Pidgeon 1972 PTFs

Add Cython ufuncs and the `pidgeon1972` module implementing
Pidgeon (1972) regressions for Uganda ferrallitic soils.

Provide functions to compute FC, PWP, AWC, and EAWC from soil texture
and organic matter inputs. Include regression variants based on
silt/clay/OM, sand-only, and sand+organic-matter predictors for field
capacity and permanent wilting point, including a volumetric FC
formulation.

Add AWC equations based on sand fractions (sand+OM, coarse sand,
fine sand, very fine sand).
