fix(e2e): wait for namespace IPPool annotation before creating workloads to prevent race condition (#6421)

The IPPool e2e tests were flaky because ippoolClient.CreateSync() returns
when the IPPool is Ready, but the namespace annotation update is async.
Pods created before the annotation propagates bypass IPPool constraints
and allocate directly from the subnet, causing the "block IP allocation"
test to time out waiting for an AcquireAddressFailed event that never comes.
