feat: add CloudFormation template for GuardDuty cloud connector (#4037)

Adds a new AWS CloudFormation template that provisions an IAM role for
the GuardDuty cloud connector, allowing Elastic cloud connectors to
assume the role with AmazonGuardDutyReadOnlyAccess and read GuardDuty
findings. The template follows the same pattern as the existing
cloud-connectors-remote-role template, with parameters for Elastic
resource ID and role ARN, a trust policy constrained by sts:ExternalId,
and outputs for the role ARN and external ID to simplify integration
setup.
