Remove code duplication: `SMFCK` inherits from `MFCK` (#799)

* Prefer None init instead of hasattr

* Initialize LikelihoodEvaluator and MixedIntergerCorrelation once (to avoid repeated lazy init)

* Cleanup duplicates between mfk and mlfkplsk

* Make SMFCK inherit from MFCK to remove code ducplication

* Centralize nlopt optional import handling

* Suppress optim params handling
