feat(tui): add locale-aware data panel with collection title header

- Add title row to records panel with collection name and locale selector
- Expand map[locale]string columns as field.locale (e.g. titles.en)
- Discover available locales from record data, default to en
- Press l/L to cycle through locales sorted by language name
- Forward locale cycling to home screen preview panel
