Load default users includes RC users needed (#2459)

Updated the list of users that we create to include two new users
(`md1908` and `knight`) needed in the default projects that come in our
Mediaflux Docker instance. This allows the projects to be imported into
the frontend via the existing "Import Mediaflux projects" button in the
dashboard.

The rake task is now named `load_users:default_users` instead of
`load_users:rdss_developers` to reflect the change. I kept the old rake
task around but modified to route the call to the new one to make sure
no immediate changes are required on anyone's workflows.

This is the default project in the Docker instance that requires the new
users:
