CI: harden based on zizmor recommendations (#6942)

I ran [Zizmor](https://docs.zizmor.sh/installation/#docker) in [offline
mode](https://docs.zizmor.sh/usage/#operating-modes), and fixed some of
the issues it reported.
I don't think any of these are currently exploitable (e.g. the artifacts
we upload have explicit paths, so it shouldn't scoop up any local
tokens), but it is better to harden the CI workflows (that way
warnings/errors about real issues are more easily visible, and it is
less likely that future changes to the CI introduce security issues).
